MOSCOW Seychelles has signed a landmark Memorandum of Understanding (MOU) with the Russian Federation on Cooperation in Labour Inspection and Promotion of Employment, with both governments agreeing to develop a joint action plan to steer future cooperation in worker welfare, labour standards, and employment services.
The agreement was formalised on April 24, 2026, in Moscow, during the official State Visit of Seychelles President Patrick Herminie a visit that also marked the 50th anniversary of diplomatic ties between the two nations.
The agreement creates a structured framework to deepen collaboration between Seychelles and Russia in the domains of labour inspection and employment. It outlines a shared commitment to strengthening the effectiveness of labour inspection systems, promoting adherence to labour laws, and safeguarding the health and safety of workers.
Russia's Federal Labour Service expressed its readiness to support Seychelles through tailored training programmes designed specifically for Seychelles' labour inspectors. Moscow also proposed a joint action plan to guide implementation a concrete roadmap signalling that the agreement is intended to move well beyond symbolic diplomacy into practical, on-the-ground cooperation.

The MOU was signed by Seychelles Minister for Foreign Affairs Barry Faure on behalf of the Ministry of Employment and Human Resource Planning. Russian Ambassador to Seychelles, Artem Kozhin, and his Deputy, Aleksandr Odoevskii, were also present at the ceremony.
President Patrick Herminie had met Russian President Vladimir Putin during the April 20–22 state visit, where discussions centred on expanding trade, investment, tourism, and energy cooperation setting a wide bilateral agenda of which the labour agreement is a key pillar.
The deal carries significance beyond the two nations. Seychelles joining Burundi and Burkina Faso as African signatories to a Rostrud cooperation agreement points to a deliberate Russian strategy of expanding labour and employment partnerships across Africa.
The Seychelles delegation highly appreciated Russia's preventive surveillance model and its use of artificial intelligence technologies in labour oversight. AI-driven monitoring is expected to feature prominently in the forthcoming action plan discussions.
The labour MOU is one of several agreements from the April state visit. The Russian and Seychellois Ministries of Sports and Youth also discussed a separate memorandum on sports cooperation. Meanwhile, the two countries are marking 50 years of diplomatic relations in 2026, with Seychelles planning to open an embassy in Moscow to further strengthen ties.
Both governments have agreed to prepare a formal action plan for implementing the MOU. The plan is expected to outline specific training schedules for Seychellois labour inspectors, knowledge-transfer mechanisms, and benchmarks for compliance improvement. No official timeline for its completion has been announced, but diplomatic sources suggest finalisation within the coming months.
The agreement also comes as Seychelles faces domestic labour market challenges, including youth unemployment and the need to formalise parts of its economy. Russian expertise and AI-assisted inspection technology may offer practical tools to address these priorities.
