The latest report from Notaires de France showed the French housing market was steady through 2025 with price rises in small and mid-sized northern cities while prices fell in several of the country’s major urban areas.
The wild price swing that was so evident in the post-pandemic years is already gone from the market during the January-July 2026 period. , the market is gradually returning to normal, demand for housing is still generally strong despite the challenges facing France's economy.
In Northern France, the average housing prices have increased by almost 10% year-on-year in small and big cities. The largest increases were in Caen (9.6%), Le Havre (9.1%), Brest (8.6%), Metz (6.9%) and Reims (4.8%). Northern Corsica was the best performer in France with prices up 18.3 percent.
Meanwhile, the regions with price declines were limited to some big cities. The biggest price drops were registered in Dijon (-5.6%), Poitiers (-4.3%), Bordeaux (-2.4%), Chartres (-2.3%), Nimes (-2.1%), Toulon (-2.1%), and Saint-Etienne (-1.5%). Prices remained stable in most large conurbations, including Lyon (-0.4%), Nantes (-0.3%), and the Île-de-France region (-0.4%), and slightly grew in Marseille/Aix-en-Provence (+1.9%) and Toulouse (+2.4%).
On average, the most expensive housing markets were in large French cities. The top 5 most expensive French cities remained unchanged with Corsica’s South being the most expensive at €484,900 on average, followed by Toulon (€449,900), Montpellier (€403,800), Marseille/Aix-en-Provence (€390,200) and Lyon (€380,000) .
As one might expect, prices were lowest in small/mid-size cities in the center and the South of France. Chateauroux recorded the lowest average price of €125,000, followed by Limoges (€170,000), Amiens (€172,200), Troyes (€179,400), and Poitiers (€180,000).
The French market is no longer in decline but is stabilising, and is growing despite the risks of economic recession and policy uncertainty, Notaires de France said. Demand for housing was strong but cautious across the board and this helped to maintain overall market stability. Regional centers in the North of France continued to be among the highest-growth areas in the country.
